HMCS Randall Oakes, Navy Entomology Center of Excellence (NECE) senior enlisted leader, answered his phone at NAS Jacksonville on Nov. 6 to learn that HM1 Luis Santana, lead petty officer of training at NECE, was selected as the Navy and Marine Corps Public Health Center (NMCPHC) Senior Sailor of the Year.
According to HMCM Derek Petrin, NMCPHC command master chief, selecting the 2014 NMCPHC SOY, as expected, was no easy task.
